ODE’s District Profile Paints a Revealing Picture of Westerville City Schools

Once every year the Ohio Department of Education (ODE) releases its District Profile Report, a comprehensive compilation and comparison of information about Ohio public schools. This document, formerly known as the Cupp Report, includes variables which are classified into areas of demographic data; personnel data; property valuation and tax data; local tax effort data; expenditure data; revenue by source data and school district financial status data. Additionally, the District Profile includes comparisons of each individual school district’s statistics with statewide and similar districts’ statistics in more than 600 pages (one page per district).

The latest FY2011 District Profile Report indicates that Westerville City Schools:
  • Is the 4th largest district (15,174 students) out of the 16 school districts in Franklin County and 3rd largest among the 21 school districts identified by the Ohio Department of Education as being most similar to Westerville City Schools.
  • Spends $10,890 to educate each student, which is $1,128 below the average cost for Franklin County school districts and $162 below the average cost for its similar district group.
    • The district’s cost per pupil ranks 11th out of 16 Franklin County school districts and is 7th out of the eight Franklin County school districts earning an Excellent with Distinction rating on the 2011 State Report Card.
    • The district’s cost per pupil ranks 11th out of the 21 districts in its similar district group and is 5th out of the 10 similar districts that earned an Excellent with Distinction rating on the 2011 State Report Card.
  • Has the 5th most diverse student population (35.15%) in Franklin County and 4th most diverse student population among its similar district group.
  • Has the 7th greatest economically disadvantaged student population (28.31%) in Franklin County and 9th greatest economically disadvantaged student population among its similar district group.
  • Educates the 6th largest population of students who are Limited English Proficient (7.32%) in Franklin County and 3rd largest population of students who are Limited English Proficient among its similar district group.
  • Provides services to the 8th largest population of students with disabilities (11.45%) in Franklin County and 14th largest population of students of students with disabilities among its similar district group.
  • Ranks 8th out of 16 Franklin County districts and 15th out of 21 similar districts regarding the percentage of its general fund budget (81.18%) that goes towards employee salaries and benefits.
  • Has a pupil-teacher ratio (20.27-to-1) that ranks 14th out of 16 Franklin County school districts and 15th out of 21 school districts in its similar district group.
  • Has a pupil-to-administrator ratio (220.88-to-1) that ranks 13th out of 16 Franklin County school districts and 15th out of 21 school districts in its similar district group.
    • Out of 609 school systems in Ohio for which this Pupil-to-Administrator ratio is calculated, only 48 districts had more students per administrator than the Westerville City School District.
